I can’t remember who at the California Administrative Office of the Courts suggested that I write a manual for California Drug Court Judges. I do remember that I had been writing and presenting on Drug Courts in California for several years. It took me over a year of early morning writing sessions to produce a special issue for CJER’s (California Center For Judicial Education and Research) Journal, entitled “Drug Courts: A Judicial Manual( Summer 1994). Two thousand copies were initially printed, and a second edition published by the National Association of Drug Court Professionals, later added five thousand copies distributed across the nation in 2005-6.
